Get To Know Dan

Dan has been practicing in the field of government contracts, specializing in ship repair, service and supply, construction contracting, and research grants for over four decades. He has built many ties to and has a deep understanding of the problems that government contractors face. Serving as general counsel for several industry groups, he recognizes the need to work with the Government to solve his client's problems at the earliest stages and with the minimum of litigation costs and efforts.  When required, Dan is an aggressive and skilled litigator with many million dollars of verdicts and settlements in his client's favor.

His current practice focuses on providing advice to clients through all phases of their needs including contract advice, bid protests, problem solving, claims preparation, negotiation, mediation, arbitration, and litigation. Dan represents government contractors, construction companies and ship repair facilities located throughout the country with regular clients in a number of states. He is particularly skilled in Federal regulatory law with an extensive practice involving the Federal Acquisition Regulations and related fields such as Government contract estimating systems, cost accounting, and socio-economic contract issues.

Dan also shares his experience through many presentations, speeches, and teaching courses, and through these efforts has a keen understanding of the regulatory and legal problems and challenges that face his clients and the industries in which he practices. He has taught Public Procurement and Negotiation courses for the University of Virginia, Old Dominion University, and Tidewater Community College and is a frequent lecturer on Government Contracting, Construction Law and Procurement-Related Topics. He has been recognized by Virginia Business magazine as one of Virginia’s "Legal Elite" in three categories: Regulatory and Administrative Law, Government Contracts, and Admiralty/Maritime Law. Additionally, Dan has been recognized among Virginia Super Lawyers and by Coastal Virginia magazine as an outstanding attorney in various categories. He is also rated as "Preeminent" by Martindale-Hubbell.

A lifelong Virginia resident, Dan has developed many legal and industry connections over 45 plus years of practice. He has an excellent reputation as a problem solver and a practical, but fair, attorney with a business-oriented approach to his practice.

When not practicing law, Dan is an avid tennis competitor and tennis teacher. He plays in multiple leagues, competes at a national USTA level, and is currently the head coach of the Norfolk Collegiate state runner-up boys' and girls' tennis teams. He also assists his wife Jennifer who is the head tennis professional at the Old Dominion University tennis facility.

Dan is an avid collegiate sports fan and loves his Virginia Cavaliers, especially the basketball and tennis teams. He has attended five final-fours and witnessed three national championships for the Cavaliers. But he has put two of his children through Virginia Tech, thereby making for a tense and unhappy Thanksgiving each year. He also supports and cheers for the Old Dominion University men's and women's tennis teams.
