Bill was formerly a civil engineer working in construction, and his law practice now focuses on construction law, public contract law, and alternative dispute resolution. His extensive background in the construction field includes commercial building projects, highway projects, power plants, solar and wind farm facilities, pulp and paper mills, rail projects, petrochemical facilities, airports, and marine terminals. Bill's experience includes privately-owned projects; federal, state and local public projects; and hybrid developments such as public-private partnership projects. His clients span across the construction industry and include owners and developers of large projects, general contractors, subcontractors, design professionals, and suppliers.

Bill is regarded as an experienced professional in mediation, arbitration and conflict management. He is a member of the American Arbitration Association’s National and International Construction Panel for arbitrators and mediators as well as its Mega Project Panel List, from which he has served across the nation as a neutral in all types of construction disputes. Bill is also a fellow in the College of Commercial Arbitrators and has served on over 300 ADR matters both privately and for the AAA. He is also currently a member of several dispute resolution boards across the country.

Bill was inducted as a fellow into the American College of Construction Lawyers in 2017. The ACCL is a national organization of lawyers who have demonstrated skill, experience, and high standards of professional and ethical conduct in the practice of construction law, and who are dedicated to excellence in the specialized practice of construction law.

Outside of Bill's legal practice, he enjoys traveling and has been fortunate to visit many parts of the world. His favorite experiences are on African safaris (Tanzania, Kenya, Uganda, South Africa, Zambia and Zimbabwe). He has also visited Viet Nam and Cambodia, which, according to Bill, are truly wonderful and exotic parts of this world.

He's shared many of these trips with his daughter, who has likewise caught the travel bug and snapped many pictures of lions, gorillas, elephants and pretty much any African animal south of the Sahara.

  • DC Clean River Project Potomac River Tunnel – The Owner is the District of Columbia Water and Sewer Authority, and Contractor is CBNA-Halmar Clean Rivers Joint Venture (CHJV).
  • Hudson River Ground Stabilization Project – The Owner is Gateway Development Commission and Contractor is a Joint Venture of Weeks Marine and COWI Consulting Inc, Keller Industrial, Inc. and Kiewit Engineering Corporation.
  • TxDOT and South-Point Constructors, a joint venture between Kiewit Infrastructure South Co., and Austin Bridge & Road, L.P.
  • NYC Department of Design and Construction Rockaway Operational Headquarters Building – NYCDDC and E.W. Howell Construction Group.
  • Maryland Transit Solutions, a joint venture of Maryland Department of Transportation (MDOT) Purple Line Metro Rail System – 16.2-mile rail system from Bethesda to New Carrollton, MD. Owner is MDOT and Constructor is Maryland Transit Solutions, a venture of Dragados and OHL. The Concessionaire is a consortium of Meridiam and Star America.
  • Central I-70 Corridor P3 Project – Widening and new bridges on I-70 between I-25 and Chambers Road, east of Denver, CO. Owner is CDOT and Constructor is Kiewit Meridiam Partners, a JV of Kiewit Infrastructure and Meridiam.
  • Harbor Bridge – Corpus Christi, Texas – Cable Stayed Bridge over the Corpus Christ Harbor. Owner is TxDOT and Constructor is the Flatiron Dragados JV.
  • Dulles Corridor Metrorail Project – Phase 2 – Extension of Silver Line 11.5 mi. west of Reston Town Center through Dulles Airport and beyond. Owner representative is Metropolitan Washington Airports Authority (MWAA), for the Washington Metropolitan Area Transit Authority, and Constructor is Capital Rail Constructors, a JV of Clark Construction Group and Kiewit Infrastructure (CRC).
  • California High Speed Rail Project – High Speed Rail Project from LA to San Francisco. Owner is the CA High- Speed Rail Authority and Contractor for 2 Sections south of Fresno to north of Bakersfield in the JV of Dragados Flatiron Construction.
