Standing upon nearly two decades of experience as in-house counsel for ocean carriers, Mark's practice focuses on representation and counselling of international, national and local commercial clients, particularly in the maritime and intermodal transportation space.
Mark received his B.S. from the U.S. Naval Academy and served 20 years in the U.S. Navy —first as a Surface Warfare Officer and, after obtaining his J.D. from the College of William and Mary, Marshall-Wythe School of Law, as a member of the Judge Advocate General’s Corps. Over the course of his naval career, Mark served as Navigator at sea, defense counsel and prosecutor in courts-martial, and staff counsel for surface warfare and aviation staffs, including assignments overseas. Following his retirement from the Navy, he entered private practice in Norfolk, concentrating upon representation of domestic and foreign vessel owners, operators, and underwriters in a wide range of matters. Over the past 15 years, Mark’s in-house practice spanned a wide range of administrative, corporate governance, and operational matters, particularly with respect to the complex issues surrounding regulatory and international sanctions compliance.
Mark is licensed to practice in the Commonwealth of Virginia.
